I dont think anyone said that code skills alone are sufficient.
This is reminding me of pam.conf configuration:

auth required sn_admin_codingskills
auth required sn_admin_softskills
auth required sn_admin_experience

There is no single-line supported configuration for
auth sufficient sn_admin_xxxx
